Caught between the European Union and Russia, Belarus and Ukraine have faced different integration choices about their political and economic futures. This book explores how their decisions were made from early 90s until present time, revealing the complex interaction between domestic pressures and external influence. Empirically grounded in document analysis and interviews, the book contributes to understanding the origins of Russia´s war against Ukraine and the conditions under which external actors can effectively support domestic reforms in the neighborhood countries.
